Puerto Rico Telecommunications Bureau

The state-level regulator for telecommunications and the cable and satellite television matters assigned by law. It handles compliance, competition, and consumer claims within its jurisdiction. It belongs to JRSP; its authority coexists with federal powers and does not cover every communications matter.

What it does

  • Administers the Telecommunications Act and adopts rules, orders, and procedures to enforce it. It may investigate, require information, hold hearings, and impose administrative measures within its authority.Cap. II, art. 7 ↗Cap. II, art. 7(b) ↗ · Sources consulted:
  • Examines provider certification applications and supervises statutory service obligations. Promoting competition and access is a regulatory function; NET does not sell telephone plans.Cap. III, arts. 1–2 ↗Mission ↗ · Sources consulted:
  • Receives review requests after a customer first brings a claim to the service company. Its complaints page explains requirements, the form, and filing channels; the applicable procedure depends on the claim and response received.Complaint filing process ↗ · Sources consulted:
  • Supervises consumer rights and telecommunications service matters within its jurisdiction, subject to federal rules. Act 213 expressly recognizes limits where federal statutes or regulations preempt the field, particularly in FCC matters.Cap. II, art. 6 ↗ · Sources consulted:

In everyday life

Someone disputes telephone charges. They first bring the claim to the company and keep its response and evidence of their efforts. If unresolved, they can consult NET’s review procedure and form, or seek OIPC guidance. NET assesses jurisdiction and the claim; OIPC provides assistance and may provide representation.Complaint filing process ↗Art. 6.42(d) ↗ · Sources consulted:

How to distinguish it from other institutions

NET succeeded the Telecommunications Regulatory Board, known as JRT or JRTPR. It is not the federal FCC, and that former sector-specific board should not be confused with JRSP, which brings several sectors together.Cap. II, arts. 1–2 ↗Secs. 6, 8 ↗Cap. II, art. 6 ↗ · Sources consulted:

OIPC advises and may represent consumers; NET processes and decides matters within its jurisdiction. A final NET determination may be reviewed by JRSP or the Court of Appeals, subject to federal exceptions; shared administration does not erase that distinction.Art. 6.42(c)–(d) ↗Secs. 9–9A ↗ · Sources consulted:

Legal basis

Act 213-1996, as amended, establishes organization, jurisdiction, and powers. Act 211-2018 reorganizes the former board as NET and governs review. Although the portal retains a reference to former administrative-procedure Act 170, the compiled Act 213 refers to Act 38-2017.Cap. II, arts. 1–2, 7(a) ↗Cap. Governance & composition

The body has three seats and decides by majority; two members constitute a quorum. After the initial staggered terms, successors serve six years, with holdover until a successor takes office. The published roster needs reconciliation: both NET and NEPR list Ferdinand A. Ramos Soegaard as an associate. This profile identifies the published chair and leaves the full composition pending, without inferring a dual appointment or a vacancy.Cap. II, arts. 2–3 ↗Cap. Members, vacancies, and terms are not certified as a complete roster. An expired term is not automatically treated as a vacancy; some laws allow service until a successor qualifies.
