What it does

  • Coordinates bureau budgets, equipment, and resources while respecting their operational and functional independence and restrictions on funds. Section 7 treats the energy budget separately; it does not turn all funds into one unrestricted appropriation.Sec. 7 ↗ · Sources consulted:
  • Provides shared administration. Sector-specific powers formerly exercised by the heads of the reorganized agencies rest with the respective bureau chairs, and those bureaus continue to deliver their services.Secs. 6, 8, 8A ↗Sec. 8A ↗ · Sources consulted:
  • May review final NET and NTSP determinations when an affected party chooses that forum, subject to federal exceptions. The law also allows direct review in the Court of Appeals; JRSP is not a mandatory intermediate step in every such case.Secs. 9–9A ↗ · Sources consulted:
  • Provides administrative support to OIPC, which educates and represents consumers with functional autonomy. Sharing administration with regulators does not authorize them to direct the office’s consumer-advocacy position.Arts. 6.40–6.41 ↗Art. 6.40(b)–(c) ↗ · Sources consulted:

In everyday life

Someone challenges a final NET determination. Depending on the subject and applicable procedure, the law permits review by JRSP or the Court of Appeals. If JRSP is chosen, its collegial board conducts the review; a final NEPR decision follows a different route and is not reviewed here.Secs. 9–9A ↗Sec. 9 ↗ · Sources consulted:

How to distinguish it from other institutions

JRSP, NEPR, and PREPA are distinct institutions. JRSP brings regulatory structures together; NEPR regulates electric service, including PREPA and certified companies. Regulation does not establish ownership or operation of plants or networks.Secs. 6, 8 ↗Art. 6.4(b)(1) ↗ · Sources consulted:

Its review power does not extend to final NEPR decisions. Act 211 directs review of those decisions to the Court of Appeals; energy law preserves federal jurisdictional exceptions.Sec. 9 ↗Art. 6.5(c) ↗ · Sources consulted:

Legal basis

Act 211-2018 implements Reorganization Plan No. 8 of 2018 and defines budgets, transfer of powers, leadership, and review. Read it with sector statutes 57-2014, 213-1996, and 109-1962, as amended, rather than assuming it abolished their jurisdiction.Secs. 2–9A; caps. II–IV ↗Secs. 6–8 ↗ · Sources consulted:

Leadership & appointments

JRSP Chair

The governor appoints the chair and two associate members with Senate advice and consent. The chair appoints an executive director in a position of trust to assist with administration. The portal identifies Edison Avilés-Deliz as chair of JRSP and NEPR; the dates of his two appointments and confirmations have not been reconciled here.Secs. 8A–8B ↗Chair ↗ · Sources consulted:

Governance & composition

JRSP has three members: a chair and two associates. Following the initial staggered six-, three-, and two-year terms, successors serve four-year terms; removal requires just cause. The statute does not automatically assign all three seats to the bureau chairs. The published chair is identified, but a complete roster, vacancies, and individual term expirations are not certified.Sec. 8B ↗Published chair ↗ · Sources consulted:

Members, vacancies, and terms are not certified as a complete roster. An expired term is not automatically treated as a vacancy; some laws allow service until a successor qualifies.

Open research

JRSP does not have universal jurisdiction over every public service. Identifying the forum requires distinguishing electricity, telecommunications, transportation, and each statute’s exceptions. Shared administration does not make their procedures interchangeable.Secs. 6, 8–9 ↗Art. 6.4 ↗Cap. II, art. 6 ↗Art. 3 ↗ · Sources consulted:
