Puerto Rico Energy Bureau

Puerto Rico’s specialized electric-service regulator. It examines rates, planning, reliability, and disputes within its jurisdiction. It regulates PREPA and other certified energy companies; it is not the company providing or billing for service.

What it does

  • Approves, reviews, and where applicable modifies electric-service rates and charges. A general rate proceeding and review of an individual bill address different questions and have their own requirements.Arts. 6.3(n), 6.4(a)(1)–(2), 6.27 ↗Art. 6.4 ↗Art. 6.27 ↗ · Sources consulted:
  • Reviews and approves energy-resource plans and monitors compliance. Planning addresses how electricity demand will be met; it is not a repair order for an individual outage.Art. 6.3(k); art. 6.23 ↗Art. 6.23 ↗ · Sources consulted:
  • Monitors quality, efficiency, and reliability; sets interconnection standards and may require information, investigate, inspect, and enforce the law. Its jurisdiction covers certified companies as well as PREPA.Art. 6.3(d), (s), (w), (bb) ↗Art. 6.3(s), (w) ↗Art. 6.3(bb) ↗ · Sources consulted:
  • Adjudicates billing, interconnection, contract, and energy-compliance disputes within its jurisdiction. For bill review, the law first requires exhausting the procedure before the company that issued the bill.Arts. 6.4(a), 6.27(a) ↗Art. 6.27(a) ↗ · Sources consulted:

In everyday life

A bill includes a charge the customer believes is wrong. First request an investigation from the billing company under the applicable procedure; review may then be sought before NEPR. OIPC can provide guidance and assess representation. This is different from challenging the general rate through that procedure and does not guarantee removal of the charge.Art. 6.27(a) ↗Art. 6.27(a)(4)–(5) ↗Art. 6.42(d) ↗ · Sources consulted:

How to distinguish it from other institutions

NEPR is part of JRSP’s structure with operational and functional independence. JRSP does not review its final determinations; judicial review belongs to the Court of Appeals, subject to statutory federal exceptions.Secs. 7, 9 ↗Sec. 9 ↗Art. 6.5(c) ↗ · Sources consulted:

OIPC may advocate for consumers before NEPR. It is a separate office independent of the regulator and regulated companies: representing a party and deciding the dispute are different responsibilities.Art. 6.40(b)–(c) ↗Art. 6.42 ↗ · Sources consulted:

Legal basis

Act 57-2014, chapter VI, as amended, organizes the electricity regulator and its powers. Act 211-2018 integrates it into the administrative reorganization; consult the later amendments incorporated in the compilation for current jurisdiction and procedures. “Comisión de Energía” and “CEPR” appear in older texts and parts of the statute; they do not identify a separate current regulator.Cap. Governance & composition

The governing commission has five seats, with no ex officio representatives of regulated companies. Successors serve six-year terms, with holdover rules and restrictions on financial interests. The portal lists Avilés-Deliz, Omar M. Rodríguez González, Ferdinand A. Ramos Soegaard, Sylvia B. Ugarte Araujo, and Antonio Torres Miranda. This is recorded as the published roster; it does not by itself establish each term’s dates or certify the absence of later vacancies.Arts. 6.5–6.6 ↗Art. 6.6(e) ↗Commissioner list ↗ · Sources consulted:
