What it does
- Seeks appellate review of adverse decisions and defends the government’s position when another party seeks review. Its representation covers civil and criminal matters in Puerto Rico’s appellate courts and other authorized forums.Art. 60(a)–(b) ↗ · Sources consulted:
- May provide appellate representation to a requesting municipality when the Secretary considers it appropriate. The law requires the municipality to pay the cost; representation of every municipal government is not automatic.Art. 60(c) ↗ · Sources consulted:
- Investigates lawyer and notary disciplinary complaints at the Supreme Court’s or Secretary’s request within statutory limits, and conducts proceedings ordered by the Court. The Court makes the disciplinary decision.Art. 62 ↗Professional discipline ↗ · Sources consulted:
- Can provide technical assistance in trial-level matters when directed by the Secretary. That support authority does not erase its appellate specialty or replace every prosecution or civil-affairs office.Art. 61 ↗ · Sources consulted:
In everyday life
If a judgment goes against Puerto Rico’s government, the Office evaluates whether to seek appellate review and presents the relevant arguments. When the opposing party seeks review, it may defend a judgment favorable to the government. The court decides the outcome in either situation; the Office does not thereby provide counsel to an individual litigating against the government.Appellate representation ↗Art. 60(a)–(b) ↗ · Sources consulted:
How to distinguish it from other institutions
The Solicitor General acts as government counsel in litigation; the Court of Appeals or Supreme Court decides the proceeding. Asking a court to review a judgment differs from having authority to change it.Art. 60 ↗Arts. 3.002, 4.006 ↗ · Sources consulted:
It should not be confused with the Ombudsman or other rights advocates. Its mandate here is government appellate representation; the word “procurador” does not identify the same function across institutions.Arts. 58–62 ↗ · Sources consulted:

Governance & composition
It is not a corporation governed by a board. The law provides for a director, assistant solicitors general, and staff appointed by the Secretary. The Solicitor General may appoint up to two deputies with the Secretary’s agreement. This internal organization does not make Office officials members of a court.Art. 59 ↗ · Sources consulted:
