Office of Management and Budget

Attached to the Governor’s Office, OGP prepares and analyzes the executive budget, advises on public management, and monitors budget execution. It works with agency requests and financial forecasts; it is not the office collecting individual tax payments.

What it does

  • Requests and analyzes agency budget requests, work plans, and justifications to prepare the governor’s proposal. The document may include operating expenses, capital improvements, and different funding sources.Art. 3(b)(1); art. 4(a) ↗Art. 4(a) ↗ · Sources consulted:
  • Monitors budget execution and evaluates programs for economy, efficiency, and effectiveness. It may require information and make adjustments within statutory limits; an administrative adjustment does not replace all required legislative authorization or certification.Art. 3(a)–(b) ↗Section 6.1: control and monitoring ↗ · Sources consulted:
  • Prepares revenue and expenditure forecasts with Hacienda and advises legislative committees on fund availability. Financial coordination does not make Hacienda subordinate to OGP.Art. 3(a) ↗ · Sources consulted:
  • Publishes budget documents and reports. The 2026–2027 portal distinguishes General Fund, special-revenue, federal-fund, and capital-investment reports; comparisons must identify the funding source, expense category, and agencies included.Budget reports; budget process ↗ · Sources consulted:

In everyday life

Someone wants to compare an agency’s authorization with spending. First identify the fiscal year and OGP appropriation report, including funding source and scope. Then find financial or execution results for the same period and entities. An agency request, governor’s proposal, and certified budget may show different amounts.Reports and certified budget ↗Art. 3(a) ↗Sec. 202 ↗Art. 5 ↗ · Sources consulted:

How to distinguish it from other institutions

OGP helps the governor formulate and administer the budget; the Legislature exercises approval and appropriation functions. Under PROMESA, the Oversight Board reviews and certifies budgets through its process, including corrective action when a compliant budget is not produced. OGP’s proposal is not by itself a certified budget.Arts. 2–4 ↗Sec. 202(c)–(e) ↗ · Sources consulted:

AAFAF collaborates on fiscal and financial matters and the relationship with the Oversight Board. OGP retains its own enabling law and attachment to the Governor’s Office; shared budget work does not establish attachment to AAFAF or the Board.Art. 2 ↗Art. 5(a)–(b) ↗Budget process ↗ · Sources consulted:

Legal basis

Act 147-1980, as amended, creates the office and defines its responsibilities. Constitution article IV, section 4 assigns the governor the presentation of Treasury conditions and proposed spending. PROMESA adds its own fiscal-plan and budget process, distinct from OGP’s enabling functions.Arts. 2–4 ↗Art. IV, sec. 4 ↗Secs. 201–202 ↗ · Sources consulted:

Leadership & appointments

OGP Director

The governor appoints OGP’s director, who serves at the governor’s pleasure. The cited statute does not impose the confirmation requirement that the Constitution applies to government Secretaries. The portal identifies Orlando C. Rivera Berríos as director; exact appointment and start dates have not been established here.Art. 2(a) ↗Art. Governance & composition

Act 147 establishes an office headed by a director and permits the director to organize its structure and staff; it does not establish a corporate governing board for OGP. Its management areas and directorates are working components rather than new government levels.Art. 2(a)–(c) ↗Management team ↗ · Sources consulted:
