Correctional Health Program
DCR’s health-service program for people in correctional custody. It covers physical and mental health care and the organization of services for incarcerated people. The government program is distinct from a company contracted to deliver services and from the former Corrections Administration.

What it does
- Organizes medical and mental health service delivery in the correctional system. DCR describes a care plan delivered through contracting; the statute requires health programs and medical and hospital services. Describing that duty does not itself certify compliance at each institution.Section 05: administration and contracted delivery ↗Art. 5(d) ↗Art. 7(g) ↗ · Sources consulted:
- The legal framework recognizes access to general and specialist, psychiatric, psychological, and dental care, and particular attention to people with disabilities or illnesses requiring special care. These are care responsibilities within custody; this profile does not prescribe treatment or determine individual clinical needs.Art. 9(f) ↗ · Sources consulted:
- The program description includes health education for incarcerated people and officers, professional training, and prevention, diagnosis, and treatment of infectious diseases. These tasks are part of health-service delivery; they do not make the program Puerto Rico’s general hospital or health-profession regulator.Section 05: described functions ↗ · Sources consulted:
In everyday life
A request concerning an incarcerated person’s care belongs with the institution’s health services and DCR program rather than an ordinary Plan Vital coverage application. The Plan recognizes access to care and information about complaint procedures. The institutional catalog helps identify responsibility; it is not a clinical consultation or immediate-care request form.Art. 9(f)–(g) ↗Section 05: correctional health services ↗ · Sources consulted:
How to distinguish it from other institutions
The program was in the Department of Health, but Executive Order 2005-49 ordered transfer of its staff, budget, and programs to the Corrections Administration. Plan 2-2011 transferred that Administration’s programs to DCR. Its origin does not establish a current administrative attachment to Health.First provision ↗Art. 86 ↗Section 05: institutional history ↗ · Sources consulted:
A company delivering contracted services does not thereby become a government agency or the entire program. The PR.gov entry describes CHSC as a private nonprofit corporation and mentions a 2005 contract; that historical fact does not establish the present provider. Operator identity and contract currency require review of contracts and later actions.Described August 2005 contract ↗Section 05: services contracted by DCR ↗ · Sources consulted:

Leadership & appointments
Program administration
Departmental responsibility rests with DCR’s Secretary, who directs and supervises its programs and must establish medical services. No instrument identifying the program’s administrative head or designation dates has been verified. A statistical contact name or a contractor’s executive title is insufficient to assign that public role.Art. 7(b), (g) ↗Section 05: departmental contracting ↗ · Sources consulted:

An absent name does not imply a vacancy. Names from the seed report are not automatically treated as current officeholders.
Governance & composition
It is a departmental program, not an entity with a separate corporate board established by the consulted sources. Departmental direction and contract supervision must be distinguished from a provider company’s internal governance. A company’s board is not published as the government program’s board.Art. 7(b), (g), (o) ↗Art. 7(o) ↗Section 05: service administration ↗ · Sources consulted:
